To remain in exile, when the opportunity to return is available: Does that imply Forced Banishment is a justifiable method, which could be manipulated by their hosts on a much larger scale? Do complacent exiles, who reject their respective homelands, enable persecution of minority groups within host nations? Do exiles at ease in foreign lands encourage imperialism due to abandoning their roots? What a poor example to set for the nations, if that were so. I highly doubt overseas Chinese, Indian, and Filipino Aliens favor their host nations over their respective homelands.
The more orphans and widows that are abandoned, the more plagues that are produced.
